Google began rolling the flow weeks ago after framing it as malware defense for unknown apps outside official stores.
Power users call it convoluted and punitive; Google calls it a cooling-off brake on social-engineering installs. Either way, the screenshots make the delay concrete — plan APK tests a day ahead if your device is in the cohort.
